PRESENTATION OF THE WEB PORTAL

The Jezikovna Slovenija web portal presents a variety of information about the language policy of the Republic of Slovenia in a clear and concise manner, thus connecting institutions and individuals interested in the covered issues.

Although the term language policy might seem somewhat abstract, it actually focuses on topics that we come across in our daily lives, in one form or another. This includes issues on the status, use, and role of a language in public life and official proceedings, and language in education. Furthermore, it deals with language infrastructure, i.e. the extent to which speakers are provided with language reference works, tools, and resources. It also covers the issues of language services, rights and obligations, as well as the relationships between different languages in a society, etc. At national level, these issues are governed by the Resolution on the National Programme for Language Policy, which defines the country’s current responsibilities regarding language policy, how to implement solutions for existing issues, and who is responsible for carrying out these solutions. The general public is not very familiar with this type of information, and often does not know who to turn to in case of questions and issues regarding the aforementioned topics.

The web portal is divided into three main sections. Firstly, it includes content based on the currently applicable Resolution: it defines the main questions regarding language policy in Slovenia, its current status, and plans for further development. Secondly, the portal provides several links to a variety of institutions, associations, and other stakeholders that deal with specific language policy issues. It also links to relevant documents such as laws, regulations, decrees, curriculums, etc. These links are compiled into a portfolio, where they can also be filtered according to the type of link or category (brochures, documents, language resources, useful links, videos, web portals, professional and other institutions; links to relevant specialised literature are foreseen). This part of the web portal provides visitors with transparent information on the stakeholders in the field, and offers them the possibility to learn more about the topic of interest. Last but not least, users can post their own questions regarding language policy to the portal, and/or can describe their experiences. The questions are answered by the portal’s editors, in collaboration with the relevant institutions. The editorial board strives to provide easily comprehensible answers, which are anonymised for the online format.

The content of the web portal is divided into four main categories:

Jezikovna Slovenija: this chapter provides information on the language situation in the Republic of Slovenia, i.e. on the status of languages in Slovenia, the ratio between the use of languages in the public and in the private sphere, on language communities in Slovenia (including speakers with special needs), and the Slovene language community across the globe. The chapter further provides details on the legislation governing the Slovene language, and the authorities that are responsible for monitoring the legislative implementation and application of inspections concerning the public use of the Slovene language.

Education: this chapter provides information on the activities in the fields of language learning and teaching, i.e. in learning and teaching Slovene as a first, second, and foreign language, foreign languages, in language education of persons with special needs, minorities, immigrants, Slovene national minorities in the neighbouring countries, immigrant workers, and expatriates. Furthermore, it presents the legal framework governing language in higher education.

Language infrastructure: this chapter provides information on the extent to which the Slovene language community is provided with language reference works, resources, tools, and services. It contains tabs on language description (information on dictionaries, grammar, corpora, and language descriptions in the fields of dialectology and etymology), standardisation, language technologies, terminology resources, resources and tools for multilingualism, language infrastructure for speakers with special needs, and a chapter on historical resources.

The Slovene language in the EU: this chapter provides information on languages and the status of the Slovene language in the EU, on language legislation and policy in the EU.

There is a special segment dedicated to a collection of relevant institutions and documents, an archive of user questions with our answers, and videos in which representatives of the relevant institutions explain their tasks in language policy, and individual users speak of their language experiences and views on language reality.

As language policy concerns the broader community, the web portal was named Jezikovna Slovenija. The name reflects the fact that everyone is invited to contribute and collaborate on the portal and share their own experiences with languages. The main idea and our wish is to create a dynamic portal that connects its users, and that will hopefully continue to develop, even after the main project has ended.

ADMINISTRATION OF THE WEB PORTAL

The web portal was set up in the context of the Establishment and Maintenance of the Language Policy of the Republic of Slovenia Web Portal project, which was funded by the Ministry of Culture of the Republic of Slovenia in the 2014−2017 period, and carried out by the Faculty of Arts of the University of Ljubljana, in cooperation with the Jožef Stefan Institute and the Research Centre of the Slovenian Academy of Sciences and Arts.

The web portal is being upgraded in the context of the Upgrading the Jezikovna Slovenija Web Portal project, which was chosen in the Public tender for co-financing projects for the presentation, implementation, and development of the Slovene language and its promotion in 2020 and 2021 (JR-promocija SJ-2020–2021). The project is funded by the Ministry of Culture of the Republic of Slovenia, and carried out by the Faculty of Public Administration, Faculty of Arts, and the Faculty of Social Sciences of the University of Ljubljana, in cooperation with the Centre for Language Resources and Technologies at the University of Ljubljana.

PRESENTAZIONE DEL PORTALE

Il portale Jezikovna Slovenija (La Slovenia linguistica) presenta in modo chiaro e conciso le varie informazioni disponibili sulla politica linguistica nella Repubblica di Slovenia, mettendo così in collegamento le istituzioni e gli individui interessati ai temi affrontati.

L'espressione politica linguistica può sembrare astratta, ma in realtà comprende tematiche che in un modo o nell'altro ci troviamo ad affrontare spesso nella vita di tutti i giorni, quali la posizione, l'utilizzo e il ruolo della lingua nella sfera pubblica, nelle procedure formali e nei processi didattici, la disponibilità di risorse, strumenti e manuali linguistici, i diritti, doveri e servizi linguistici, il rapporto tra le diverse lingue nella società ecc. A livello statale di tali questioni si occupa la risoluzione sul programma nazionale per la politica linguistica della Repubblica di Slovenia, in cui vengono definiti gli attuali compiti della politica linguistica nazionale, i modi in cui si intende portarli a termine e i soggetti incaricati a farlo. Queste informazioni però non sono molto conosciute dal grande pubblico e gli utenti linguistici spesso non sanno a chi rivolgersi in caso di domande e problemi relativi ai temi trattati in precedenza.

Per tale motivo abbiamo progettato il portale su tre livelli. Per prima cosa abbiamo inserito i contenuti che si basano sulla risoluzione attualmente in vigore e che definiscono le questioni principali, la situazione attuale e i piani di sviluppo concernenti la politica linguistica slovena. Abbiamo quindi inserito i link alle istituzioni, alle associazioni e alle altre parti interessate che si occupano di determinate problematiche di politica linguistica, nonché i link ai documenti pertinenti (leggi, regolamenti, decreti, piani di studio ecc.). I link si trovano sotto ai contenuti in forma di portfolio, il che consente di selezionarli in base alla categoria a cui appartengono o di impostare filtri di ricerca per determinate categorie (opuscoli, documenti, risorse linguistiche, link utili, registrazioni, portali online, organizzazioni professionali e istituzioni, oltre che link alla pertinente letteratura specializzata). L'obiettivo di questa sezione del portale è quello di fornire agli utenti informazioni chiare sugli attori settoriali e di dargli la possibilità di approfondire una specifica tematica. Infine, abbiamo introdotto la possibilità per gli utenti di porre domande sulle questioni di politica linguistica e di descrivere le proprie esperienze. Le risposte alle domande vengono fornite dal comitato di redazione del portale in collaborazione con i servizi competenti nella forma più chiara possibile e nel rispetto della privacy sui dati personali.

Il portale è composto da quattro sezioni principali:

La Slovenia linguistica: questa sezione comprende informazioni sulla situazione linguistica nella Repubblica di Slovenia, e precisamente sullo status delle lingue in Slovenia, sul rapporto tra l'uso delle lingue nella sfera pubblica e privata, sulle comunità linguistiche nella Repubblica di Slovenia (tra le quali abbiamo incluso anche i parlanti con esigenze speciali) e sulla comunità linguistica slovena nel mondo. Vengono inoltre presentati in modo dettagliato la legislazione sulla lingua slovena e gli organi adibiti al monitoraggio dell'attuazione normativa e all'effettuazione di ispezioni sull'uso pubblico della lingua slovena.

Istruzione: questa sezione comprende informazioni sulle attività nel campo dell'apprendimento e dell'insegnamento delle lingue, e precisamente nel campo dell'apprendimento e dell'insegnamento dello sloveno come prima lingua, seconda lingua e lingua straniera e delle lingue straniere, e sulla formazione linguistica di persone con esigenze speciali, minoranze, immigrati, stranieri, espatriati ed emigranti. Viene inoltre presentato il regime linguistico nell'istruzione superiore.

Dotazioni: questa sezione comprende informazioni sulle risorse, gli strumenti, i manuali e i servizi a disposizione della società; contiene delle schede sulla descrizione linguistica (informazioni sui dizionari, le grammatiche e i corpus della lingua slovena e sulla descrizione linguistica nel campo della dialettologia ed etimologia), sulla standardizzazione, sulle tecnologie linguistiche, sulle risorse terminologiche, sulle risorse e gli strumenti per il multilinguismo e sui materiali linguistici per i parlanti con esigenze speciali. Vi è inoltre una sezione supplementare sulle fonti storiche.

La lingua slovena nell'UE: questa sezione contiene informazioni sulle lingue e sulla posizione della lingua slovena nell'UE, nonché sulle politiche e sulle normative in materia linguistica dell'UE.

In particolare, all'interno del portale sono disponibili anche un insieme di documenti e istituzioni pertinenti, un archivio con le domande degli utenti e le nostre risposte e filmati nei quali i rappresentanti delle istituzioni spiegano quali sono i loro compiti nell'ambito della politica linguistica, mentre altri soggetti illustrano le proprie esperienze linguistiche e i propri punti di vista sulla realtà linguistica.

Dal momento che la politica linguistica riguarda l'intera comunità, abbiamo deciso di chiamare il portale Jezikovna Slovenija (La Slovenia linguistica). Partendo da questa base vorremmo invitare tutti gli interessati a collaborare, integrare le informazioni e condividere le proprie esperienze linguistiche. Il nostro desiderio è quello di creare un sito internet dinamico capace di collegare e aggregare soggetti diversi e che possa vivere e svilupparsi anche dopo la conclusione dell'attuale progetto.

GESTIONE DEL PORTALE

Il portale è nato nell'ambito del progetto Vzpostavitev in vzdrževanje spletnega portala Jezikovna politika Republike Slovenije, finanziato nel periodo 2014-2017 dal ministero della Cultura della Repubblica di Slovenia e realizzato dalla Facoltà di Lettere e Filosofia dell'Università di Lubiana in collaborazione con l'Istituto "Jožef Stefan" e il Centro di Ricerche Scientifiche SAZU.

L'aggiornamento del portale viene effettuato nell'ambito del progetto Nadgradnja spletnega portala Jezikovna Slovenija, che è stato selezionato con il bando di gara Javni razpis za (so)financiranje projektov, namenjenih predstavljanju, uveljavljanju in razvoju slovenskega jezika ter njegovi promociji v letih 2020 in 2021 (JR-promocija SJ-2020–2021). Il progetto viene finanziato dal ministero della Cultura della Repubblica di Slovenia e realizzato dalla Facoltà di Giurisprudenza, dalla Facoltà di Lettere e Filosofia e dalla Facoltà di Scienze Sociali dell'Università di Lubiana in collaborazione con il Centro per le Risorse e le Tecnologie Linguistiche dell'Università di Lubiana.

A PORTÁL BEMUTATÁSA

A Szlovén Nyelvpolitika Portál áttekinthetően és tömören ismerteti a Szlovén Köztársaság nyelvpolitikájáról szóló különböző rendelkezésre álló információkat, s ezáltal kapcsolatot teremt az intézmények és az egyének között, akik számára fontosak e kérdések.

Habár a „nyelvpolitika” kifejezés elég elvontnak tűnik, valójában olyan témákat jelent, melyekkel így vagy úgy gyakran találkozunk a mindennapi életben. Tulajdonképpen a nyilvánosságban vagy a hivatalos eljárások során, az oktatási folyamat során használt nyelv helyzetének, használatának és szerepének kérdéseiről, a beszélők nyelvi kézikönyvekkel, segédanyagokkal és forrásokkal való ellátottságáról, a nyelvi szolgáltatások, jogok és kötelezettségek kérdéséről, a különböző nyelvek társadalmon belüli viszonyáról és hasonlókról van szó. Állami szinten e kérdésekről A Szlovén Köztársaság nemzeti nyelvpolitikai programjáról szóló határozat rendelkezik, amely meghatározza a Szlovén Köztársaság aktuális állami nyelvpolitikai feladatait, valamint azok megoldásának módját és a megoldásukért felelős személyek körét. A szélesebb nyilvánosság előtt nem igazán ismertek ezek az információk és a nyelvhasználók gyakran nem tudják, kihez forduljanak az említett témákkal kapcsolatban felmerülő kérdéseikkel és problémáikkal.

Ezért a portál három rétegre tagozódik. Először olyan tartalmakat töltöttünk fel rá, melyek a jelenleg hatályos határozaton alapulnak: meghatározzák a szlovén nyelvpolitika fő kérdéseit, a pillanatnyi helyzetet és a további fejlesztési terveket. A második lépésben összegyűjtöttük azoknak az intézményeknek, egyesületeknek és más érintetteknek az elérhetőségét, akik egy bizonyos nyelvpolitikai problémával foglalkoznak, valamint a releváns dokumentumok (törvények, szabályzatok, rendeletek, tantervek stb.) linkjeit. E linkek a tartalmak alatt vannak felsorolva portfólió formájában, amely a link jellege alapján történő választást, illetve a különböző kategóriák szerinti szűrést is lehetővé teszi (brosúrák, dokumentumok, nyelvi források, hasznos linkek, felvételek, honlapok, szakmai és egyéb intézmények, valamint tervezzük a releváns szakirodalomra mutató linkek összegyűjtését is). A portál ezen részének célja, hogy a felhasználó áttekinthető információkat kapjon az adott területen tevékenykedő szereplőkről és lehetősége legyen részletesebben megismerkedni egy adott kérdéssel. Nem utolsó sorban pedig a felhasználók számára lehetővé tettük, hogy a portálon feltegyék saját nyelvpolitikai kérdéseiket, ill. beszámoljanak tapasztalataikról. Kérdéseikre a portál szerkesztőbizottsága válaszol, az illetékes szakszolgálatokkal való együttműködés alapján. Igyekszünk minél közérthetőbb válaszokat adni, melyeket a honlapon megfelelő anonimizált formában teszünk közzé.

A portálnak négy fő tartalmi része van:

Szlovén Nyelvpolitika: e fejezet a Szlovén Köztársaságban fennálló nyelvi helyzetről, azaz a nyelvek Szlovéniában meglévő státuszáról, a nyilvánosságban és a magánéletben használt nyelv viszonyáról, a Szlovén Köztársaság nyelvi közösségeiről (ahová a különleges bánásmódot igénylő személyek is tartoznak) és a világban élő szlovén nyelvi közösségről szóló információkat tartalmaz, valamint részletesen ismertetjük a szlovén nyelvről szóló törvényeket és a szlovén nyelv nyilvános használatára vonatkozó jogszabályok betartását felügyelő szerveket.

Oktatás: e fejezet a nyelvtanulásról és -tanításról, mégpedig a szlovén, mint anyanyelv, illetve mint második és idegennyelv, valamint az idegennyelvek tanításáról és tanulásáról, a különleges bánásmódot igénylő személyek, a kisebbségek, a bevándorlók, a külföldiek, a vendégmunkások és a kivándorlók nyelvoktatásáról szóló információkat tartalmaz, továbbá bemutatjuk a felsőoktatás nyelvi szabályozását is.

Felszereltség: e fejezet a társadalom nyelvi kézikönyvekkel, forrásokkal, eszközökkel és szolgáltatásokkal való ellátottságáról szóló információkat tartalmaz; menüpontjaiban szó esik a nyelv leírásáról (szótárokról, nyelvtanról, a szlovén nyelvi korpuszról, valamint a nyelvjárástanról és etimológiáról szóló információk), a standardizációról, a nyelvtechnológiákról, a terminológiai forrásokról, a többnyelvűséget célzó forrásokról és eszközökről, a különleges bánásmódot igénylő személyek nyelvi segédeszközökkel való ellátottságáról, s ezen kívül a történeti forrásoknak is szentelünk egy részt.

A szlovén nyelv az EU-ban: e fejezet az Európai Unió hivatalos nyelveiről és a szlovén nyelv köztük elfoglalt helyéről, valamint az EU-n belüli nyelvhasználatra és -politikára vonatkozó jogszabályokról szóló információkat tartalmaz.

Rendelkezésre áll egy sor fontos intézmény és dokumentum, a felhasználók kérdéseinek és az azokra adott válaszainknak az archívuma is, valamint videófelvételek, melyeken az intézmények képviselői ismertetik saját feladataikat a nyelvpolitika terén, a hozzászólók pedig elmondják a nyelvvel kapcsolatos tapasztalataikat és a nyelvi valóságról vallott véleményüket.

Mivel a nyelvpolitika a szélesebb nyilvánosság ügye, ezért a honlapot a Szlovén Nyelvpolitika portáljának neveztük el. Ebből kiindulva szeretnénk minden érdeklődőt arra buzdítani, hogy működjön velünk együtt, egészítse ki a rendelkezésre álló információkat és ossza meg velünk saját, nyelvvel kapcsolatos tapasztalatait. Tervünk és vágyunk az, hogy egy dinamikus, interaktív ill. az egyének tudását összefoglaló honlapot készítsünk, amely reményeink szerint a jelenlegi projekt befejezése után is tovább fog élni.

A PORTÁL KEZELÉSE

A portál A Szlovén Köztársaság Nyelvpolitikája nevű honlap létrehozása és karbantartása című projekt keretében jött létre, melyet 2014−2017 között a Szlovén Köztársaság Kulturális Minisztériuma finanszírozott, és a Ljubljanai Egyetem Bölcsészettudományi Kara hozott létre a „Jožef Stefan” Intézettel és a Szlovén Tudományos és Művészeti Akadémia Tudományos Kutatóközpontjával együttműködésben.

A portál frissítése A Szlovén Nyelvpolitika portál továbbfejlesztése című projekt keretében történik, amely A szlovén nyelv bemutatását, népszerűsítését, fejlesztését és promócióját célzó projektek (társ)finanszírozása 2020 és 2021 között című közbeszerzési pályázat (JR-promóció SJ-2020–2021) nyertese volt. A Szlovén Köztársaság Kulturális Minisztériuma által finanszírozott projektet a Ljubljanai Egyetem Közigazgatási Kara, Bölcsészettudományi Kara és Társadalomtudományi Kara hajtja végre a Ljubljanai Egyetem Nyelvi Források és Nyelvtechnológiai Központjával közösen.
